Linda Hurley has been an addictions professional for over 40 years. She has worked at CODAC Healthcare since 1989 and became President/CEO in 2016. CODAC, RI's oldest, largest--and only nonprofit---provider of outpatient services for opioid use disorder (OUD), other substance use disorders (SUD), and behavioral health challenges, has grown exponentially under her leadership.
Ms. Hurley implemented the nation's first fully comprehensive Opioid Treatment Program (OTP) within a state prison in 2019. Cited by the Obama Administration as a "model for all states,"
CODAC launched the nation’s first DEA-licensed mobile medical unit in 2023, providing all FDA-approved medications for OUD under revised DEA regulations.
In 2011, CODAC became the first OTP in the US to become tobacco-free in compliance with all state and federal guidelines. In 2012, in collaboration with Dr. James Prochaska, Ms. Hurley initiated a pilot program for cessation among co-occurring patients that became a model in behavioral health environments. Ms. Hurley established a culture of MI at CODAC, making CODAC the first OTP in the US to establish this.
In 2015, Ms. Hurley testified on the opioid crisis before the US Senate Judiciary Committee and was invited to review and advise on the federal CARA bill in 2016 and CARA 2.0 in 2023.
CODAC’s new location in Providence represents a step forward in offering a truly comprehensive array of health services, including primary care, mental health services, dentistry, tobacco cessation, specialized women’s health services, health and wellness programs, an onsite pharmacy and a co-located Peer program, as well as treatment for SUD and behavioral health challenges.
Ms. Hurley has been recognized with numerous awards for her contributions to the field- 2024 Providence Business News, Businesswomen Award for Industry Leader in Social Services; 2024 Nyswander/Dole Award from American Association for the Treatment of Opioid Dependence; 2024 Lifetime Achievement Award from the National Council for Mental Wellbeing; 2023 Brown University School of Public Health Community Partner Award; 2022 Lifetime Achievement Award from the Rhode Island Public Health Association; 2018 Lifetime Achievement Award for Commitment to Community and Statewide Prevention of Substance Use Disorder from the Newport County Regional Prevention Coalition
