Presentation Summary: This pre-conference session will provide a comprehensive overview of Pennsylvania's evolving approach, highlighting lessons learned through participation in the SAMHSA Naloxone Saturation Policy Academy and efforts to integrate data-driven decision-making into distribution strategy. The presentation will also explore the Naloxone Learning Community, a monthly community of practice launched to support distribution partners through peer learning, technical assistance, and resource sharing. Through interactive discussion and real-world examples, participants will leave with actionable insights for building responsive and equitable harm reduction systems, including leveraging data to inform policy, addressing systemic barriers, and enhancing overdose preparedness in the era of synthetic and sedative drug adulteration.

Learning Objectives:

At the completion of this activity, participants will:
  • Identify at least two ways data can inform naloxone distribution strategies.
  • Analyze how Pennsylvania used cross-agency data sharing and geospatial mapping to identify naloxone distribution gaps and target high-need areas.
  • Evaluate the impact of Pennsylvania’s Naloxone Learning Network and technical assistance efforts on improving local distribution capacity, equity, and overdose prevention outcomes.
