Charles Madray, RPA, MBA, is the Vice President for Health Services and Community Based Programs at Samaritan Daytop Village. He oversees Samaritan Daytop Village’s health care network partnerships and the agency’s outpatient OTPs and health care services. Mr. Madray is an administrator-physician assistant-researcher with training in internal and addiction medicine.
Mr. Madray started his career four decades ago at the Addiction Research and Treatment Corporation (ARTC) under the leadership of Dr. Beny J. Primm. He held several positions at ARTC and concluded his tenure there as Chief Operating Officer. Mr. Madray is a graduate of the Harlem Hospital Physician Assistant Program at the CCNY - Sophie Davis School of Biomedical Education. He is the treasurer of the COMPA, and a board member of Samaritan Daytop Health. In June 2025, he was named to City & State’s 2025 Bronx Power 100.
Notably, Mr. Madray has contributed significantly to the literature around substance use, addiction medicine and HIV/AIDS care. He is the author of numerous publications, including the chapter, “African Americans: Epidemiology, Prevention and Treatment Issues,” in Substance Abuse: A Comprehensive Textbook, 4th Edition.
