Shelby (she/her) is the Program Manager for the Medical Program at the Philadelphia Department of Public Health's Division of Substance Use Prevention & Harm Reduction (SUPHR). She is responsible for providing strategic oversight and managing initiatives to improve the care and wellbeing of people who use drugs in Philadelphia, in collaboration with health systems, city and state agencies, community-based organizations, and implementation teams.
Before joining SUPHR, Shelby worked at the Camden Coalition, where she managed community engagement and advocacy programming focused on transforming healthcare and social services delivery for New Jersey’s Medicaid population. She began her career in youth mental health advocacy at Mental Health Partnerships in Philadelphia. Shelby graduated from Bryn Mawr College with an undergraduate degree in Sociology before receiving a Master of Social Service with a concentration in Community Practice, Policy, & Advocacy from Bryn Mawr's Graduate School of Social Work and Social Research.
