Todd Nickelsberg, MHA is an experienced healthcare executive with over 25 years of proven success across behavioral health, higher education in both public and private healthcare sectors. Throughout his career, he has have served as a transformational leader—driving initiatives in behavioral health, healthcare policy, governance, fiscal and regulatory operations, and revenue cycle management. His passion lies in building programs and guiding teams to meet the evolving needs of patients, providers, and community stakeholders.
Over the past two and a half decades, Mr. Nickelsberg has:
• Led large-scale behavioral health projects, improving patient outcomes and operational efficiency
• Shaped governance structures to ensure compliance with federal, state and local regulations
• Managed multi-million-dollar budgets and optimized revenue cycle processes to strengthen financial performance
• Partnered with cross-functional teams to develop data-driven policy recommendations and quality-improvement strategies
As the current Health Program Administrator for the Single County Authority (SCA) within Philadelphia’s Department of Behavioral Health and Intellectual Disability Services (DBHIDS), he:
• Oversees equitable access to treatment for individuals with substance use and opioid use disorders
• Collaborates with clinical leaders, community providers and policy makers to design and launch innovative care models
• Monitors program performance, ensuring alignment with DBHIDS’s mission and regulatory requirements
• Advocates for resources and partnerships that address social determinants of health
Mr. Nickelsberg is actively engaged in the professional community and academia:
• Member, American College of Healthcare Executives (ACHE)
• Member, Health Financial Management Association (HFMA)
• Member, American Health Information Management Association (AHIMA)
• Adjunct professor at various universities, lecturing on subjects in healthcare administration, health information technology and revenue cycle management.
